January 1 and the tank still sits at the house I sold 3 months ago and even having to pay a dollar a gallon to pump tank they won't do it and I have no refund. They say they only pick p tanks when they are in the area already and have the time. They are either never in the area or they are too busy?????

If you want low prices on propane go somewhere else. Prices range from $2.00 to $5.00 depending on a lot of different variable that change with time.
If you want fees, fees, fees go to suburban; deliver fees, rental fees, safety fees, fuel surcharge fees...
They will deliver propane when you don't want it, charge you different prices each time you buy it, that are as I say way above everyone else and when you find out how bad it is and you dump the service they charge you a dollar a gallon pumping fee even on small tanks, they then take weeks maybe months to pick up the tank, if you don't do exactly what they want they will put a lock on the tank, take the tank a few weeks later, pump the tank, and eventually you will get some money back. Going to sell your house start planning with Suburban a few months in advance.
Good Luck, I had 3 accounts just trying to get out of the third one still.
